Rule 23:
23. Should a member or potential member elect to fish in a club tournament as a non boater and pays the required fees, it is expected that that member will fish and pay ½ of the boater's expenses for such things as gas for both the boat and truck, oil and motel room if necessary. If the non-boating member cannot fish and contacts his boating partner and Tournament director prior to 9:00 PM on Thursday the non boater's obligation of half of the expenses are waived and tournament fees will be returned to include big fish upon request. If the fees are returned there will be no points awarded to the member.
However, should a refund not be given tournament points will be awarded. After 9:00 PM on Thursday, the non-boater is committed to pay ½ of the boater's expenses. Make no difference if the non boater fishes or not. The boater will make the decision if the expenses are to be paid by the non boater.

will be returned to include big fish. After 9:00 PM on Thursday,
the non-boater is committed to pay ½ of the boater's expenses whether he actually fishes the tournament or not.
Reason
This rule change along with changing rule 1 are required to clarify the requirement to actually fish a tournament
in order to receive points and hopefully, stop anyone from "buying" tournament points in the future.
