2010 Change:
ARTICLE IV

Section 1

Amending the Constitution and by-laws:

a. The Constitution and By-laws, Tournament Rules and Fish-off may be amended at the regular October meeting by a 2/3 vote of eligible members present, provided notice of the proposed amendments have been presented to the membership via the September newsletter prior to the October vote.
Members must have participated in at least six tournaments in said year to be eligible to vote. The exception is that if fishing the October tournament will make a members 6th tournament, he will become eligible upon paying his tournament fees for that tournament and all fish-off fees.
(Once paid, the fees are non-refundable even in the case of an emergency.)

Reason
This will align the voting requirements with the Fish-off requirements and make for easier record keeping,
and hopefully ease confusion of "eligibility" rules.
