ARTICLE IV

Section 1. Amending the Constitution and by-laws:


a. The Constitution and By-laws, Tournament Rules and Fish-off may be amended at the regular October meeting by a 2/3 vote of those members present, provided notice of the proposed amendments have been presented to the membership via the September newsletter prior to the October vote. Members that have participated in less than six tournaments will be barred from voting in said year and will not be counted as part of the 2/3 vote.
b. By special request of any active member in good standing, any proposed change which is reviewed by the E-Board and receives a 100% affirmative vote can be presented at the next scheduled meeting to introduce as a change to our constitution and/or by-laws and tournament rules.
This would be a special circumstance or emergency measure which would be in the clubs best interest.

a. b. All proposed rule changes must be submitted to the club secretary or any E-Board member no later than seven days prior to the regular September meeting. The secretary will prepare all rule changes for posting on the clubs website and provide copies to the membership at the September meeting. All rule changes will be held in confidence by the Secretary until the September meeting. Rule changes not submitted by this deadline will not be added to the September newsletter for consideration in the October vote.

c. When making recommendations for change to the current constitution, please list the Old reading of any change as well as the NEW reading. If the recommended change is an ADDITION to the constitution, please indicate which section of the current constitution will be affected and how. Also list your name on the recommended change.

Constitutional Changes

4. All changes to the constitution should he given to a member of the Board in WRITING prior to the September meeting. When making a recommendation for change to the current constitution, please list the Old reading of any change as well as the NEW reading. If the recommended change is an ADDITION to the constitution, please indicate which section of the current constitution will be affected and how.

Reason

This will give the Secretary time to sort, print, and collate rule changes in order to provide club members copies at the September meeting.
By being able to collate rule changes, similar changes can be presented together to help shorten the meeting time required to discuss each change.
