Rule Changes

"2003 Rule"
ARTICLE II Membership:
Section 2. Removal from Membership

a. A member may be removed from membership for failure to meet membership requirements.
b. Members failing to attend one half of annual club functions or failing to attend six consecutive club functions without notice will result in removal from membership.

ARTICLE II Membership
Section 2. Removal from Membership.

a. A member may be removed from active membership for failure to meet membership requirements.

b. Members failing to attend six consecutive club functions will be automatically moved to the inactive membership roster.
Members name will be removed from the standings list and will loose all voting rights.
If an inactive member returns too active membership " fishes a club tournament" only then will his name be added back to the standings list and all voting rights regained.
Member must fish club tournament prior to the October tournament to be eligible to vote in any Constitutional rule changes for the next year.

"Reason"

Due to the cost of joining our club for dues, hat, and shirt, we as members should give every member a chance to remain in club to the end of the fishing season.
Members in inactive status should not be allowed to vote because they do not know the current needs of rule changes in the Hawg Hunter membership.

ARTICLE II Membership:
Section 4. Dues

a. Dues are due and payable at the October meeting for the following year. Any member that hasn't paid his dues by the November meeting will be removed from membership and must re- apply and fish a guest tournament.
b. Active Member Dues: $40.00 per year.
c. Inactive Membership: $20.00 per year.
d. Dues are prorated on a quarterly basis for joining members.
e. Dues for Fisherman of the Year will be paid by the club.
f. Secretary dues will be paid by the club.

"Reason"

As the rule reads now, only the secretary dues are paid by the club. We as members that have stood the post know that any of the board positions are a very thankless job. It is getting harder and harder to recruit new and even older members to these positions. All "E-Board members" deserve a little something for the task
they handle all year for the club membership.

Omit this rule.

Reason:

I know of no occasion where it has been utilized or even a report given
In a meeting. It is obvious that there is no interest.

Article IV Section 1 Paragraph A.

A. The Constitution and By-Laws, Tournament Rules and Fish Off may be amended at the regular October meeting by a 2/3 vote of those members present, provided notice of the proposed amendments have been presented to the membership via the Septembers news letter prior to the October vote.

Change:

A. The Constitution and By-Laws, Tournament Rules and Fish Off may be amended at the regular October meeting by a 2/3 vote of those members Voting for said amendment. Members who intend to abstain from voting on said amendment must declare their intention to abstain.
The 2/3 will then be calculated from the remaining members voting.

Reason:

Members who do not vote often become the votes needed to defeat a proposal.

Tournament Rule: Rule #1

In order to receive credit for fishing a club tournament, a member must be in Good standing,
dues and tournament fees paid up to date.

Change:

In order to receive credit for fishing a club tournament, a member must;
Be in good standing
Tournament fees paid
Actually fish the tournament (defined as launching boat and having boat number called out.)
Members who pay their fees and do not fish the tournament will receive their Points but will not receive credit for the tournament as one of the previous 6 tournaments fished to qualify for the fish off, however, the $5.00 contribution paid will count towards the fish off.

Reason:

Members who do not actually fish the tournament should not receive the same benefits as members who do.

Tournament sites will be selected by a committee chaired by the Tournament Director, and comprised of the newly elected E-Board. Tournaments will include 8 one day and four two day tournaments ( one of which will be the fish off ) . These sites will be published in the Nov. news letter for the following year. All members are encouraged to submit their suggestions for tournament sites prior to the Nov. meeting.

If the Tournament Director is one of the Top Six then the committee will consist of the Top Seven. Tournaments will include 8 one day and 4 two day tournaments ( one of which will be the Fish Off ) .

These sites will be published in the Nov. newsletter for the following year. All members are encouraged to submit their suggestions for tournament sites prior to the Nov meeting

Tournament sites will be selected by a committee chaired by the Tournament Director, and comprised of the newly elected E-Board. Tournaments will include 8 one day and four 2 day tournaments (one of which will be the " Fish Off " ) . These sites will be published in the November newsletter for the following year . All members are encouraged to submit their suggestions for tournament sites prior to the November meeting.

Change:

Tournament sites will be selected by a committee chaired by the Tournament Director, and comprised of the previous years Top Six fishermen.
If the Tournament Director is one of the Top Six then the committee will consist of the Top Seven. The committee will bring to the club at the November meeting two (2) schedules, at which time the membership will choose the schedule they wish to follow. Should there be a tie the Tournament Director will break the tie. Tournaments will include 8 one day and 4 two day tournaments (one of which will be the "Fish Off').
These sights will be published in the November news letter for the following year. All members are encouraged to submit their suggestions for tournament sites prior to the November meeting.

Reason:

By utilizing the Top Six fishermen we will be involving more members into the working of the club.
Basic Rules will be that there will be no additions, deletions , or swapping sights back and forth.
You vote for A or B.

Partners will be chosen by random draw conducted by the Tournament Director. It is each mans responsibility to notify both the Tournament Director and his partner if he is unable to participate, giving as much advance notice as possible. Each boat will contain two contestants. However, a club member will be allowed to fish alone if pairing of two club members would not allow a potential member to fish his guest tournament, or an odd number of participants exists.

Partners will be chosen by random draw conducted by the Tournament Director.
MEMBERS NOT PRESENT AT THE MEETING WILL BE PLACED IN THE NON-BOATER CATIGORY .

It is each mans responsibility to notify both the Tournament Director and his partner if he is unable to participate, giving as much advance notice as possible. Each boat will contain two contestants.
However, a club member will be allowed to fish alone if pairing of two club members would not allow a potential member to fish his guest tournament, or an odd number of participants exists.

Reason:

When boater is not present at the meeting it is totally unfair to the non-boater. He is not afforded the opportunity to meet with the his partner or find out what he is required to bring nor is he able to discuss rooms, fishing areas or tackle.

It is each man's responsibility to notify both the tournament director and his partner if he is unable to participate, giving as much advance notice as possible. Each boat will contain two contestants. However, a club member will be allowed to fish alone if pairing of two club members would not allow a potential member to fish his guest tournament, or an odd number of participants exist.

Change:

Partners will be chosen by a random draw conducted by the tournament director. When Boaters are paired the member highest in point standing will be the boater. In case of a tie in the points the boater will be first one drawn. It is each mans responsibility to notify both the tournament director and his partner if he is unable to participate, giving as much advance notice as possible. Each boat will contain two contestants. However, a club member will be allowed to fish alone if pairing of two club members would not allow a potential member to fish his guest tournament, or an odd number of participants exist.

Tournament Rule # 8

Prior to the start, partners should resolve a schedule that permits equal time at the front of the boat. The contestant who is operating the boat shall have the privilege of selecting the route and areas to be fished. However, in the event that one contestant elects not to operate the boat, and such an election is satisfactory with his partner, the contestant who waived his right to operate the boat will have the right to select areas to be fished.

Change:

Prior to the start, partners should resolve a schedule that permits equal time at the TROLLING MOTOR .
The contestant who is operating the TROLLING MOTOR shall have the privilege of selecting the route to be fished. However, in the event that one contestant elects not to operate TROLLING MOTOR, and such election is satisfactory with his partner, the contestant who waived his right to operate the TROLLING MOTOR will have the right to select areas to be fished.

Reason:

Defines a little clearer as to what the front of the boat is.

Tournament Rule # 10

No contestant will be allowed to fish within 50 yards of another club member and so on.

Change:

Change 50 yards to 100 yards.

Reason:

50 yards is too close. More space is needed to give a club member a better buffer zone when he is fishing.

Tournament Rule # 12

A five fish limit will be allowed each angler per day unless state and local restrict limits to less. Fish must be a minimum of 12 inches long, unless otherwise restricted by state or local laws. Tournament director will measure the fish with the mouth closed and tail pinched together to obtain the measurement and so on.

The goal is to use every means possible to obtain 12 inches. This does not include altering the fish.

The rule proposal explains the reason.

Tournament Rule # 17

All tournaments shall be live release. Fish will be brought to the weigh master, placed in a plastic bag provided by the weigh master, weighed , then returned to the angler for release. Fish that show any signs of life will be considered live. Members may keep lunker for mounting.

Fish will be weighed , and then returned to the water for release. Fish that show signs of life will be considered alive. Members may keep lunker for mounting.

Reason:

Members providing their own bags removes the responsibility of the tournament director having to wash all the bags and removes the expense to the club having to purchase the bags.

Tournament Rule # 18

An adequate number of fish may be kept in the event of a fish fry.

Reason:

Should the club desire to have a fish fry the fish can be purchased and the fish released.

Rule 23

Members in good standing shall be allowed to bring a guest to one tournament each year.
A guest is defined as a non-potential member.
The guest name will be included in the draw and will fish as a non-boater.
The guest may only participate in the big fish pot.

The guest will share the boater's expenses just as our non-boaters do.

Tournament Rules

23. Members in good standing shall be allowed to bring a guest to one " one day" tournament each year.
A guest is defined as a potential or non-potential new member.
The guest will be allowed to fish with member but may only participate in the big fish pot.
All regular members (boater/nonboter) must be seated in club draw before this rule can apply.


"Reason"

This rule has never been used since voted on in October 2000 because of the way it is written.
This rule change would give a friend or family member the opportunity to see what fishing a local club bass tournament is all about.

Fish Off

Currently the fish off is referred to as the FISH OFF.

Change:

Rename the Annual Fish Off to The Pensacola Hawg Hunter Invitational Tournament.

Eligibility:

No member will be allowed to participate in the fish off without having participated in at least six of the previous 12 tournaments (current fish off does not count in the previous 12 tournaments).
All members eligible to participate and participating in the fish off must make, or have made fish off contributions equivalent to a minimum of 10 tournaments.

Reason:

To cause members who fish all the tournaments to pay more to fish the fish off and allow members who barely qualify to fish the fish off, pay less, needs to be corrected. The reward should be to those that do,
not to those that don't.

The normal tournament rules will apply

Boaters for the October tournament will be determined by the following
1. Final standing after the September tournament.
2. Members who are in the top 12 or half the field will be boaters.

Reason:

Throughout the year members can strive to be in the top 12 an achievable goal for many.
This rewards those that work hard throughout the year and attend meetings and tournaments.

Fish Off Rules # 2



At end of the year tournament the top half of the field ( current year standings) will be gauranteed boaters
(providing that they want to be); example, if we had 24 people fishing then the top 12 of that 24 will be gauranteed boaters.
